Human populations do not form a biological hierarchy from inferior to superior races, and increasing ancestry associated with socially defined “whiteness” does not biologically improve a population. Race is a social classification that only imperfectly tracks patterns of genetic ancestry.

Institutional machinery
The First Republic did not operate a single agency called a “whitening office.” Federal immigration and colonization policy moved through named ministries and, from 1907, the Directoria Geral do Serviço de Povoamento, the central office charged with federally promoted immigration and settlement. The 1890 immigration decree also assigned enforcement roles to Brazilian diplomatic and consular agents and port police; those distributed functions are described here rather than being presented as invented institution names.
